Statute about the Academic Council of The Institute of Economic and Legal Research of NAS of Ukraine
Extract from the Charter of the Institute of Economic and Legal Research of the National Academy of Sciences of Ukraine about the Academic Council of the Institute.
4.4. The Academic Council of the Institute is a collegial consultative body of the scientific and scientific-organizational activity of the Institute. The Academic Council takes decisions and makes recommendations within its competence defined by this Charter. The Chair of the Academic Council is the Director of the Institute, the Deputy Chairman is the Deputy Director of the Institute on scientific work, the Secretary is the scientific Secretary of the Institute. The Council included the leading scientists and specialists working at the Institute. The number of members in Council of the Institute is 25.
4.5. If it is necessary the Academic Council of the Institute can be established in a section that are chaired by the leading scientists.
4.6. At least three-fourths of the Academic Council is elected for a term of Director by the secret ballot during the staff meeting (conference) of science researches of the Institute, other part of the remaining members shall be appointed by the Director of the Institute. Structure and personal composition of the board is approved by the Department of Economics of NAS of Ukraine. The Academic Council consists of all members of the National Academy of Sciences of Ukraine (academicians and corresponding members of NAS of Ukraine), working at the Institute, heads of academic departments, the Chairman of the Trade Union Committee.
The Academic Council gathering within the time specified by the Director but not less than once a month. The work of the Council is planned for half a year or a quarter.
The Academic Council may include the partial changes: the inclusion of new members by an executive clerk group, exception by the personal request of the Council member without him(her) in connection with his(her) dismissal, death, systematic neglect of the work in the Council. The changes are approved by the Department of Economics of NAS of Ukraine.
4.7. The Academic Council of the Institute considers the main directions of scientific activity at the Institute and recommends them for approval by the Department of Economics and the Presidium of NAS of Ukraine and considers the following issues:
-improving the structure of the Institute;
– nomination and discussion of candidates for the position of Director of the Institute;
– coordination and scientific cooperation with other organizations and institutions;
-meetings and conferences;
– international scientific cooperation of the Institute;
– scientific publishing, bringing up the outstanding scientific works, the discoveries and inventions to the awarding of prizes and medals, including international;
-recommendations for publication of scientific works of the Institute and planned works of scientific researchers as well as the results of unplanned work which are issued with the name of Institution on the title page;
– election during the contest of the heads of scientific departments, laboratories, sectors, senior and junior researchers in accordance with applicable law;
– notice of motion for awarded the honorary titles to the science researchers at the Institute;
-nomination of candidates for the full members (academicians) and corresponding members of NAS of Ukraine.
The Academic Council analyses the state of implementation of research results, their logistical and financial support, research training.
The Academic Council decides:
-plans and the themes of programs, projects of scientific researches;
-annual report on scientific and scientific-organizational activity of the Institute;
– reports on completed research projects.
Approves:
-results of scientific workers certification;
-dissertation topics for graduate student and recipients, their research supervisors (consultants).
Recommends:
-candidates for appointment of Deputy Director for scientific work, Academic Secretary of the Institute, the chief editors and editorial board members of scientific editions of the Institute.
-discusses the issues related to the preparation and professional development of scientific staff, systematically hears the reports of scientists on their work concerning the preparation of scientific personnel, considers and approves the themes of doctoral dissertations of science researchers and graduate students of the Institute;
-discusses the “Internal Labor Regulations” at the Institute.
4.8. The Academic Council can take any decisions only if the meeting is attended by at least half of its staff except on the personnel issues, bringing up the works for awards, medals, and other matters where required the presence of 2/3 of the scientific Council.
The decisions of the Academic Council are considered to be accepted if for them has been voted more than half of the present members of the Academic Council. The decisions are taken by open or secret vote (by definition of the Academic Council) if the Charter of the Institute not provides otherwise order. The decision as to election to the posts, the assignment of academic statuses, the nomination for the award and to the Academy members are taken by secret ballot, other decisions by open vote.
On the questions of assignment of academic titles the decisions are made in the manner prescribed by the Higher Attestation Commission.
4.9. The decision of the Academic Council come into force upon signature the minutes of the Academic Council meeting by the Director of the Institute.
